On June 24, 2026, in Hanoi, Deo Ca Group and Thuy Loi University (University of Water Resources) signed a Memorandum of Understanding (MOU) to strengthen cooperation in training, applied research, and human resource development for the transport infrastructure sector.
Attending the program, on the side of Deo Ca Group, were Mr. Nguyen Quang Huy – Vice Chairman of the Board of Directors cum CEO of the Group, Senior Advisors Assoc. Prof. Dr. Tran Chung, Assoc. Prof. Dr. Do Van Dung, and representatives from specialized departments. On the side of Thuy Loi University, were Prof. Dr. Nguyen Trung Viet – Rector of the University, along with leaders and lecturers from the Faculty of Civil Engineering, the Training Department, and the Department of Science, Technology and International Cooperation.
During the working session, both sides focused on discussing the demand for human resources in the context of the country boosting investment in transport infrastructure, particularly for expressways, railways, and large-scale underground works.
Mr. Nguyen Quang Huy stated that human resources are currently one of the key issues receiving special attention from transport infrastructure enterprises. According to him, the number of students enrolling in transport-related majors has tended to decline over many years, while the demand for labor continues to surge as a series of key national projects are being deployed nationwide.
Based on this reality, the leader of Deo Ca Group proposed increasing corporate participation in the training process, ranging from developing course syllabi to integrating practical problems from construction sites into teaching content to attract more students and enable them to access real working environments while still on the university bench.
According to Mr. Nguyen Quang Huy, besides traditional training majors in project design and construction, the current labor market has a massive demand for the field of operation management, exploitation, and maintenance of transport works. This field is linked to the entire post-investment project lifecycle but lacks specialized, intensive training programs.
Sharing at the program, Assoc. Prof. Dr. Tran Chung noted that the investment, construction, and operation management of transport projects always pose new problems in terms of technology, engineering, and execution organization. According to him, this serves as an important source of practical data for training, scientific research, and human resource development. Strengthening the connection between universities and enterprises will allow lecturers and students to gain practical exposure, enhancing the applicability of research outcomes.
Drawing from the experience of implementing corporate-linked training models, opinions at the program also suggested that students need early exposure to construction sites, equipment, and real working environments. This solution helps narrow the gap between training and corporate labor recruitment needs while helping students shape their professional skills right during their studies.
Highly appreciating the proposals from Deo Ca Group, Prof. Dr. Nguyen Trung Viet stated that Thuy Loi University currently provides multidisciplinary training with strengths in engineering, construction, technology, economics, and management. This forms a solid foundation for the university and the enterprise to co-research new training programs that meet the development needs of the transport infrastructure sector in the coming time.
The Rector of Thuy Loi University requested stepping up internship and apprenticeship activities at the enterprise; co-developing new training programs; and strengthening scientific research, technology transfer, and specialized training courses for engineers and technical staff. The university will also research new training directions related to operation management, structural pathology, and fields with high practical demand.
Within the framework of the program, both sides agreed to implement cooperation contents including: designing practical training programs; researching the opening of new majors, specialties, and certificate training programs; and collaborating on student enrollment and granting scholarships to students in the fields of transport infrastructure, construction investment, and project management.
The two entities will also coordinate to organize career orientation activities, field trips, internships, corporate semesters, and student recruitment; enhance the capacity of lecturers and personnel from both sides; and invest in upgrading facilities and equipment for training and research.
Through this cooperation program, Deo Ca Group and Thuy Loi University will build a practical university-enterprise partnership model, contributing to training a workforce that meets the requirements of transport infrastructure projects in the country's new phase of development.
